Career brief
Mr. Emerson has worked in both technical and direct management positions, and
currently holds an active TS clearance. Mr. Emerson has worked in many places
throughout the US and in Europe. He has demonstrable experience in industrial
production, process analysis and improvement, telecom provisioning and financial
operations, material replenishment, and government acquisitions.
Most recently, within Noblis, Mr. Emerson has led or contributed to teams
working in health informatics, federal acquisitions, health facility planning \
budgeting, process evaluation and design, and system security. He led the
analysis of the Military Health System’s (MHS) process for selecting facility
expansion proposals and designed a new mechanism to meet OMB scrutiny, created
and led the Program Office for the Chief of Business Planning, Portfolio Planning
and Management Division, Office of the Assistant Secretary of Defense for Health
Affairs, helped to structure the Indian Health Service acquisition of dental
practice support and office management software (EDR \ RPMS), advised a DoD
Source Selection Evaluation Board with technical analysis of proposals, and
supported the late stages of the T-Nex $458B acquisition by TMA in Aurora, CO.
Prior to having joined Noblis, he served as Principle Consultant and Technical
Director over a 4-year tenure with Keane. He managed the daily operations of the
firm’s largest local account, MCI. He led teams at Freddie Mac, Verizon Advanced
Data, Bell Atlantic Long Distance, and MCI over the period. Prior to that
position, Mr. Emerson filled similar roles at Titan Software Systems where he was
the firm’s CitiCorp account Program Manager. He was primarily focused on the
client’s internal international charge-back billing processes, and the system
designs required to support them. At Intel, he managed the site assessment for
the replacement of a complete factory’s material replenishment planning (MRP)
system. At Cambridge Technology Partners, Mr. Emerson led mixed teams through
the requirements of the software development lifecycle. He contributed to or
managed teams at Unilever (Rotterdam, NL), JP Morgan (NY), Fannie Mae (DC),
Massachusetts Financial Services (Boston), the Office of Management and Budget of
the State of Michigan (Lansing), and others. At Dynapert (division of Black &
Decker) he managed factory production quality, processes, and testing.

Background
Born and raised in the rolling hills of upstate NY, Mr. Emerson excelled
academically and graduated high school with an Honors Regents diploma having
edited the school newspaper, completed advance placement physics and calculus,
and won membership in the National Honor Society. His wife is European; his
sisters and parents now live in the western US. His in-laws live and work in
Europe. He has traveled on both business and holiday fairly extensively and is
comfortable interacting with and in unfamiliar culture and language
environments.
Mr. Emerson began his professional career in Owego, NY at what was then IBM
Federal Systems Division. He joined Raytheon’s Missile Systems operations in MA
after graduating Syracuse University’s electrical engineering program. He later
moved to an industrial division of Black & Decker before returning to graduate
school to earn his MBA at Cornell University. He has held progressively more
responsible technical and line oversight positions, generally analytical, related
to management operations or process development, often involving integrated
information management.
