EMPLOYMENT
Board of Pilot Commissioners for the Bays of San Francisco, San Pablo, and
Suisun
  Associate Governmental Program Analyst (November 2008 – May 2009)
I was hired as an AGPA (Retired Annuitant) to analyze new legislation and make
regulatory recommendations to the Board.  I was also responsible for drafting
amended and new regulations and act as the Board's rulemaking coordinator.  There
were several other programs that I was assigned to implement (marine pilots’
technical navigation program, new physical examination requirements, determining
fiscal impacts of new legislation, etc.).  I primarily telecommuted but traveled
to San Francisco for Board and committee meetings. 

North Coast Regional Water Quality Control Board
   Associate Governmental Program Analyst (August 2000-December 2007)
I worked in the Administration Division of the North Coast Regional Water
Quality Control Board (Regional Water Board).  I worked directly for the
Assistant Executive Officer and Executive Officer.  I performed numerous tasks to
assist in the day-to-day operations of the Regional Water Board.  I also managed
the Regional Water Board’s lab contract.  In addition, I provided training to new
and existing clerical staff, and was assigned various confidential assignments. 
I also proofread all agenda items and oversaw the distribution of the monthly
agenda.  I also wrote the monthly Executive Officer’s Report.  In addition, I
acted as the liaison between the State Water Board and the Regional Water Board
by writing weekly status reports.  

During 2003-2005, I worked in the Grants and Special Projects Unit at the
Regional Water Board.  In this position, I was responsible for assisting
applicants who qualified for grant funding through the State Water Board’s grant
programs.  My responsibilities included administering grants and monitoring the
activities of the contractor.  I worked with the State Water Board management
team in drafting and developing Concept Proposals and Request for Proposals. 
Subsequent to the awarding of the grant funding, I would also assist contractors
in developing a viable scope of work.  I also coordinated meetings with nonprofit
organizations and assisted with the Regional Water Board’s community outreach
efforts.  These outreach efforts included monitoring the progress of grant
projects throughout our region, including on-site visits, photo-monitoring,
tracking of deliverables, etc.  I would also attend meetings in Sacramento with
representatives from other regional water boards, as well as State Water Board’s
management and staff.  I also participated in the decision-making process
regarding the awarding and distribution of grant funds on a statewide level.

When I was hired at the Regional Water Board, my duties were specific to
performing public relation officer duties and I worked directly for the Executive
Officer.  I participated in the education and outreach efforts of the Regional
Water Board and prepared weekly and monthly status reports to the State Water
Board.  I also wrote the Executive Officer’s Monthly Report and coordinated and
assisted with the placement of documents and information on the Regional Water
Board’s intranet site.  I would also provide assistance with preparing press
releases, reports, newsletters, brochures, and other printed educational
materials.  In my capacity as a public relations officer, I would also maintain
the publications lists, and would respond to public requests for copies of
publications.  I also was responsible for managing the Regional Water Board’s
laboratory contract and assisted in the preparation of the annual Invitation for
Bid documents.  

Fair Political Practices Commission 
   Political Reform Consultant (September 1993-August 2000)
Under supervision of the General Counsel of the Legal Division, I performed work
in varied legislative and legal assignments, including legislative bill tracking,
drafting correspondence to the Legislature regarding the Commission’s position on
pending legislation; assisting the Legislative Coordinator in various aspects of
related legislative duties and developing policy recommendations and procedures
for newly-enacted legislation.  

I would also analyze proposed legislation and assisted with drafting new
legislation; archival research on legislative issues; attended committee hearings
and prepared summaries for presentation to the Commission.  I was also
responsible for responding oral and written inquiries from state and local
officials regarding the Political Reform Act of 1974 (Government Code sections
81000-91015); assisted local and state officials in recognizing potential
Government Code section 85300 prohibitions; processed regulations, ensuring
compliance with the Administrative Procedure Act through proper and timely
notice; prepared summaries and responses to public comments, and ensured timely
submission of all regulatory actions to the Office of Administrative Law.  I
would also assist the media director with press releases and acted as back-up
spokesperson for the Commission.  In addition, I was responsible for editing and
proofreading staff attorneys’ legal briefs, advice letters, Commission memoranda
and monthly bulletin.  I also served as liaison to Barclay’s Law Publishers and
Continuing Education of the Bar publications.  On a regular basis, I would
perform independent research and studies.  I also created and monitored an advice
letter tracking system, and would coordinate and prepare the monthly advice
letter packet for publication and distribution to the public.

   Staff Services Analyst (June 1990-August 1993)
Researched and reviewed job and duty statements for numerous public agencies to
determine appropriate disclosure requirements in agencies’ Conflict of Interest
Codes, evaluated and made recommendations of proposed conflict of interest codes
for adoption or amendment.

   Legal Secretary/Senior Legal Typist (April 1988-May 1990)
Under the direction of the Commission, Executive Director, General Counsel, and
Legislative Coordinator, I performed confidential and difficult administrative
and secretarial support activities, including coordinating and attending
Commission meetings.  I would independently compose detailed minutes and would
prepare the monthly agenda, as well as overseeing the monthly Commission
mailings.  I also trained clerical staff, specifically relating to legal
documents and court rules and procedures.  I would assist the legal division
staff with the preparation of briefs, legal pleadings, advice letters, opinions,
and regulations.  I would also independently compose correspondence and would
perform independent legal research, as well as interpreting court rules and
procedures.

I continued to advance my education by taking state-sponsored training
classes/seminars/workshops. The classes I have taken include: Administrative
Support, Business Management, Completed Work, Technical Editing and Proofreading,
and many software program courses (i.e., Excel, Access, Photoshop, etc.).
