Ms. Keil has consulting experience including 12 years of telecommunication and
information technology management as well as 8 years experience with government
and Aerospace programs. Experience ranges from Program/Project Management to
Business Development and Analysis, Program Planning including Integrated Master
Plan/Integrated Master Schedule (IMP/IMS), Risk Management, Earned Value

Project Management, Planning and Controls Consultant 2008 - 2009
Serving as Planning and Project Controls consultant for the Raytheon IIS Space
Systems organization. Planning services provided include Schedule, Critical Path,
Performance Metrics (DCMA), and Earned Value Analysis. Additional services
provided include Status Schedule Reviews (SSR) Support, Program Re-planning and
Program Management Review (PMR) Support, Risk Schedule Analysis (Monte Carlo) and
Risk Integration (IMS with Program Risk Management), IMP/IMS Development and
Narratives for Proposal Initiatives. Worked with developers to create or
customize existing tool sets to better address schedule analysis needs. Supported
weekly/monthly business rhythm cycles in coordination with Engineering, Finance

* The National Polar-Orbiting Operational Environmental Satellite System
(NPOESS) Program. A low earth orbiting environmental satellite array responsible
for providing global coverage, monitoring environmental conditions, collecting,

* The GPS-OCX Program. A two part program that 1). calls for a trial
management of a new system design for the next-generation global positioning
system control segment (GPS OCX), which will enhance both warfighter and civilian
GPS performance, and 2). a proposal for the implementation of the design
* Planning support to Raytheon for the development of the Geostationary
Operational Environmental Satellite-R Series (GOES-R) proposal. GOES-R is a
series of satellites used in weather forecasting and to observe meteorological

Provided Project Management services for a major non-profit organization, the
National Multiple Sclerosis Society. Managed to completion a major data
conversion & migration effort worth ~$500K that involved the transitioning of
over 36,000 records from one instance of Convio to another. Activities included
the development of a Project Plan and Schedule, Process Flows, Test Planning and
Execution, as well as Data Conversion, Loads and Validation. Performed Lessons
Learned. Gained exposure to the following systems: Convio, Altair, Business
Objects, and Merkle Response Services (MRS).
Managed to completion the source selection for a Customer Relations Management
(CRM) toolset. Activities included the identification of business strategy,
business and technical requirements, identification and evaluation of available
toolsets, conducted interviews with potential vendors. Provided Project
Management and Recovery services for Data Caging. Project lacked direction and an
understanding of needed deliverables due to insufficient project planning.
Project had missed several due dates, required additional resources as well as
budget. Facilitated a planning meeting where outstanding work activities were
identified. Developed and managed a project schedule for remaining project
activities. Developed business rules, process flows, work instructions for
activities in support of the data caging effort. Instituted document and
communication controls for all documents developed and instructions issued to
