Summary: Highly motivated, creative and versatile accountant/systems analyst
with over 10 years experience in private/corporate operations; over 15 years in
government and non-profit accounting operations.  Extensive experience in
implementing federal, FSIO/JFMIP compliant, “COTS core accounting” systems,
including design of specific modules (e.g. general ledger, accounts payable, cost
accounting), design of one time (legacy system data conversions) and on-going
automated interfaces with other systems, training and maintenance experience;

Standard Financial Information Structure, and initiated development of an
enterprise wide U.S. Standard General Ledger (USSGL) Transaction Library.
* Heavily involved in re-engineering CDSI’s, JFMIP compliant, core accounting
system titled “i.e. FARS” (information engineered Financial Accounting &
Reporting System).

FUNCTIONAL EXPERIENCE—Additional Details
* Functional lead in AMTRAK’s implementation of WALKER’s Project Cost Management
and Fixed Asset Accounting applications; designed automated interface between the
2 modules; entailed successful data conversion for 27 years of fixed asset
transactions.
* For USAID, senior member of project team to implement AMS’s MOMENTUM
Financials for this world wide agency; emphasis in interfaces and data
conversions from multiple legacy systems; lead consultant in converting all
vendor records (used in the prior 5 years) from 2 legacy systems.
* USAID recently implemented using the National Finance Center’s Personnel and
Payroll systems, assisted in post implementation activities including designing
and implementing a semi-automatic document assignment and tracking system for
senior management.  
* CDSI's proprietary financial management system had both mainframe and
client/server versions.  Both versions contained modules for General Ledger,
Budgeting, Procurement, Accounts Payable, Cash Disbursements, Accounts
Receivable, Travel, Fixed Assets, and Ad Hoc Reporting.
* Implemented and maintained CDSI's packages at the following client sites:
Library of Congress, Department of Agriculture, Bureau of Public Debt, Pension
Benefit Guarantee Corporation, Department of Commerce, Public Health Service and
U.S. Marshals Service.
Because the packages are primarily parameter driven, each implementation project

specifications and designing/performing testing, at CDSI, for the re-engineering
of the mainframe package to a client/server platform.
* At Public Health Service, performed requirement definitions for major
customization efforts of the CDSI package.

* While at Coopers and Lybrand, installed, modified and implemented a Financial
Consolidation Package (vendor: CONSCO) for the newly created entity Bell Atlantic
Corporation.  Project completed in a time frame 40% less than original plan.
* While at Coopers and Lybrand, performed requirements analysis for a software
development tracking system for the U.S. Postal Service and the requirements
analysis for a financial system for the Federal Bureau of Prisons.
* While at MCI, as Fixed Asset Accounting Manager, involved in development of
system requirements for a new Fixed Asset Inventory and Financial System.
* While at Ringling Bros. Circus, successfully completed a data conversion
project, as part of the implementation project for a new financial software
package, the entailed converting 7 months of detailed transactional data.
