Seventeen years experience in the design, development, testing and maintenance
of large-scale information systems, using architecture design tools and languages
such as the Unified Modeling Language (UML) and Entity-Relationship (ER)
modeling.  Thorough experience and understanding of computer system development
after successfully designing for mainframes, Windows, UNIX and the Web.  In depth
knowledge of Relational Database Management Systems (RDBMS), including modeling
and tuning for optimal performance.  Very experienced in Geographic Information
Systems(GIS) design and implementation using Commercial Off-The Shelf (COTS)
products such as ESRI ArcIMS and ESRI SDE, and with Open Source offerings such as
OSGeo MapServer and PostGIS.

Senior Systems Analyst supporting the U.S Department of Interior Minerals
Management Service (MMS) contracts, which mainly involve digitization of maps and
seismic data.  Design and develop computer systems to support metadata capture,
image processing, geo-rectification and media storage using languages Perl and
Visual Basic, and databases Oracle and Microsoft Access.  Develop programs to
support seismic processing for MMS, NOAA and USGS.  Design and manage GIS to
support activities involved in the U.S. Corps of Engineers wetland delineations
and jurisdictional determinations.

DATASTAR
January 2000 to present

Designed and developed multi-tier application to geocode addresses from 911
emergency calls and automatically display maps of call location to 911 call
takers.  Perl used on Linux server to communicate over serial port to 911 system,
geocode addresses, render maps and send data to call taker.  Microsoft Visual
Studio and C# used to develop custom HTTP servers and client interfaces for call
takers.

Developed DATASTAR Image Processing Exploitation software (DIPEx) Web GIS
application, which is a Java applet interface to the DIPEx system which is a
remotely sensed image and vector analysis suite modeled after NASA’s Space
Technology Hall of Fame award-winning Earth Resources Laboratory Applications
Software package (ELAS) developed at the NASA Stennis Space Center.  DIPEx III,
the latest version, was designed with all the best features of earlier versions
along with strong emphasis on re-use, security and manageability using the
Unified Modeling Language(UML), and is implemented as a multi-tier architecture
using SOAP and Open Geospatial Consortium (OGC) Web services.

Participating in the development of the DATASTAR GlobalTrack GIS tracking
system, which is also a multi-tier architecture with Microsoft ASP.Net user
interfaces, SOAP Web services and using the DIPEx III Web Services for storage
and management of geospatial assets.  GlobalTrack is currently being deployed to
track beef cattle from birth to table in a large U.S. cattle company.

Computer Systems Analyst with Datastar supported NASA Applied Science
Directorate and the NASA Environmental Assurance Program at the Stennis Space
Center(SSC).  Developed Gadget contract management application with Perl and a
Microsoft SQL Server database.  Developed a Comprehensive Environmental Response,
Compensation, and Liability Act (CERCLA) Web reporting tool from well sample data
for the SSC Environmental Division.  CERCLA developed using Perl, ArcSDE,
ArcInfo, AML and MapServer.  A member of a small team that developed and
populated the Web portal for the shuttle Columbia debris recovery effort. 
Developing a Facilities Master Planning (FMP) Web based GIS application for SSC,
which is using FME Suite to convert CAD drawings to shapefiles and then to
ArcSDE.  Developed several portions of the Remote Sensing Hazard Guidance System
(RSHGS) including SOAP Web services with which components communicate.  Developed
an Environmental GIS (EGIS) to a one-stop shop for NASA Head Quarters personnel
looking for environmental geospatial data for any of its centers.  

MATCOM
September 1992 to December 1999

Served as a Team Leader and Assistant Technical Director on the Consolidated
Farm Service Agency (CFSA) crop insurance re-engineering project.  Analyze
processes for system requirements as per 1994 Congressional legislation dealing
with Crop Reform insurance for the nation's farmers.  Primary responsibility was
to meet the goals of Total Quality Management in the Rates Subsection of the
re-engineering project.  Managing and participating in a team effort to author
PowerBuilder GUI applications in a client-server environment to analyze and
update rates related information that resides in Informix databases.  Also
developed UNIX applications written in C and Perl to extract data from various
sources.  Use Informix Stored procedures and embedded SQL along with PowerScript
coding to handle data transactions in the client/server environment.  DDE used to
communicate with Lotus spreadsheets to facilitate a smooth transition from the
old system to the new client-server based system.  Microsoft Visual C++ used to
create dynamic link libraries (DLLs) that interface with PowerBuilder and allow
faster processing of string data in large text files.  Erwin/ERX 2.0 is used to
model and then create subsets of the CFSA Global Data model.  Demonstrate
applications to Rates personnel to ensure required functionality is present. 
Demonstrate the capabilities of applications to other audiences to aid in the
awards of new contracts. (10/94 – 12/99)  

Served as Assistant Technical Director on the Federal Retirement Thrift
Investment Board (FRTIB) project.  Participated in the configuration of Sun
Netras as Web servers and PCs running Windows NT Server. The Web servers running
Netscape Enterprise Server allows participants secure retrieval and updates of
their investment portfolios.  Plug-in programs for the server written in C/
NSAPI.  The NT Servers were configured to perform specific tasks such as a
Communications Server, a Firewall Server using Check Point FireWall-1 and a 3270
Legacy to Web Server using Intelligent Environments Amazon product.  Developed
the FRTIB business web site using FrontPage 97 and graphics applications.  (9/97
– 12/99)

Served as a Computer Programmer/Analyst on the Navy's Support Equipment Resource
Management Information System (SERMIS). Developed On-Line Transaction Screens
using the UNISYS 1100 Display Processing System (DPS) and FORMGEN. Wrote
transaction and batch COBOL programs using the UNISYS 1100 Database Management
System (DMS). Used the Software Control System (SCS) of the Naval Computer and
Telecommunication Station (NCTS) to edit, compile and map programs. Executed and
tested transaction programs using the UNISYS 1100 Transaction Interactive
Processing (TIP) system. Executing and testing batch programs using the UNISYS
1100 batch system and Execution Control Language (ECL). Developed program
maintenance manual documentation for programs in the SERMIS system using
WordPerfect and Flow. Used the Query Language Process (QLP) and IQU to verify
Database Management System (DMS) results during program testing. (09/92 - 10/94)
