DRUG ENFORCEMENT ADMINISTRATION (DEA)	1985 to 2006

Assistant Special Agent in Charge, New York, NY Field Division	2003 to 2006
Leveraged outside resources to advance the DEA’s mission for enforcement
operations, investigative and intelligence gathering missions, and drug
prevention strategies; implemented innovative managerial tactics to facilitate
the attainment of the DEA’s operational goals.  Supervised 100+ federal agents
and Task Force Officers.  Administered a DEA budget of millions of dollars. 
Oversaw and coordinated criminal and financial investigations with other elements
of federal, state, and local law enforcement agencies and international
counterparts.
•	Senior Manager in the New York Drug Enforcement Task Force comprised of 220+
DEA, NYPD, and NYSP staff, and DEA Enforcement Division until September 2006. 
Managed six investigative enforcement groups, including training and guiding them
on DEA policy and operational matters and directing all domestic and
international enforcement investigations/operations.
•	Redirected group focus from targets of opportunity to large-scale domestic and
international investigations of targeted organizations that were disrupted and
dismantled, including the Sound Factory Nightclub in Manhattan.
•	Served for three months in 2005 as Acting Chief of the New York Drug

Assistant Special Agent in Charge, HQ-Washington, DC	2002 to 2003
Was assigned to the Office of International Operations Central America Section;

preparation of significant activity reports for multiple countries, including
Mexico, Belize, Guatemala, Nicaragua, Panama, Costa Rica, El Salvador, and
Honduras.  Provided operational coordination of the DEA’s foreign priority
targets initiative and global drug strategy as it related to the aforementioned
countries.  Conducted onsite administrative/operational/financial inspections of
each country office.

Chief of Security Programs, HQ-Washington, DC	2001 to 2002
Headed the Office of Security Programs for DEA offices worldwide, providing
direct oversight and management of physical security, information security,
personnel security, communications security, security awareness training,
executive protection detail, crisis management, continuity of operations, and the
contract security guard force.  Supervised 112 employees and contractors. 
Administered an operating budget of $22 million; identified, developed and
justified programs and initiatives, maintained statistical records, and
coordinated budget execution activities.  Ensured the DEA’s compliance with DOJ
and national security standards.  Represented the DEA on security policy matters
at internal meetings, interagency meetings, committees, working groups, and other
federal forums.
•	Recognized the need to create positive change and turned around a department
that had been plagued by low morale, fiscal deficiencies, ineffective
supervision, lack of accountability, and poor customer service.
•	Reorganized and improved communication between the three primary
sections—personnel, information, and physical—to streamline processes and boost
efficiency and productivity.  
•	Standardized and automated a quality assurance system for receiving and
tracking incoming/outgoing requests from the field, resulting in greater
accountability and improved customer service. 
•	Submitted an overall budget increase of $23 million and 23 new positions in
the information security section for the FY03 budget, which were all approved in
the final Congressional budget.
•	Developed and instituted policies that impacted the DEA worldwide; offered
recommendations regarding the formulation of DEA-wide policies that affected all
aspects of security programs.
•	Facilitated a post-analysis committee following 911 to review all existing
crisis management plans, identify vulnerabilities, and devised risk mitigation
strategies; authored a detailed report with recommendations for the DEA
Administrator.  
•	Implemented a database to track all training for all employees, which enabled
management to better assess their employees’ areas of weakness and opportunities
for improvement; empowered managers to reinforce good work performance with
awards and special recognition at quarterly staff meetings.
•	Facilitated the relationship between security programs and critical elements
within HQ, which enabled greater coordination and integration of security in all
facets of DEA operations.
•	Enabled the expeditious hiring of employees for field offices worldwide by
establishing an intake unit to review the security clearance background
submissions of all administrative and support applicants.

Unit Chief, HQ-Washington, DC	2000 to 2001
Managed the physical security section, credential and badge unit.  Processed DEA
special agent and task force officer badges, credentials, and employee
identification cards for 20,000 employees.

•	Replaced a manual, labor intensive process with a digital software database
system that efficiently created security coded credentials and identification
cards for DEA employees and staff, which eliminated a yearlong backlog in just
four months and dramatically improved response time to field requests.
•	Standardized and automated a quality assurance system to better track
requests, achieve greater accountability, and improve customer service.
•	Implemented and integrated an upgraded access control/proximity ID card system
for 2,500+ employees at headquarters facilities and ensured greater security
screening of employees and visitors by providing the security guard force
reception desk with read-only access to the system.

Group Supervisor, Phoenix, AZ Field Division	1996 to 2000
As the Asset Forfeiture Supervisor directed the efforts of special agents, task
force officers, and support staff.  Contributed significantly in the planning and
coordination of all criminal and asset related investigations, as well as the
safe execution of operational goals.
•	Was selected in March 1998 to establish and oversee the Special Agent Richard
Fass Task Force, whose sole mission was to locate and capture fugitive Agustin
Vasquez-Mendoza, who had orchestrated the high-profile murder of Special Agent
Fass in June 1994 and fled to Mexico.  Traveled extensively with the team to
Mexico pursuing thousands of leads, working closely with Mexican government
officials.  Led the task force in developing a lead that was passed to Mexican
officials.  Vasquez-Mendoza was apprehended in Mexico in 2000 and extradited to
Phoenix.  In 2006, he was convicted of the murder of SA Richard Fass.
