QA Manager Consultant
Performed QA manager activities on an EDS contract to the Centers for Medicare
and Medicaid Services in development of the One Program Integrity (One PI)
project.  The project is part of CMS efforts to modernize their key service
processes.  Responsibilities included designing and implementing the project’s
quality assurance plan and processes utilizing current CMMI and ITIL standards. 
Worked with management and other project resources to create and implement
Software Development Lifecycle processes and their related QA actions to support
monitoring the new processes and their adherence to CMS policy expectations. 
Supported the project’s testing team with use of working knowledge of CMS
requirements, processes, and expectations.

Senior Test Manager Consultant
Tasked by the Centers of Medicare and Medicaid Services to assess IBM’s
development, test, and release processes and procedures used in the creation and
updating of the financial software application HIGLAS. Conducted and attended
meetings, reviewed all available documentation, and conducted one-on-one
interviews in efforts to gather all available information.   Viewed the processes
in regards to the Capability Maturity Model/CMMI and Testing Maturity Model/TMM
methodology accepted practices,  Primarily emphasized analysis of testing tasks,
documentation, and policies and procedures related to testing and release
management.

Senior Test Engineer Consultant
Performed senior testing activities on a Northrop-Grumman contract to the
Centers for Medicare and Medicaid Services in development efforts to create and
upgrade their internet applications.  Responsibilities included: reviewing and
creating Design, Business, and System requirements; creating test plans, test
cases and test results reports; evaluating and recommending testing related
tools/issue tracking software products for team usage; recommending
additions/changes to development and release process for smoother operations and
time management; participating in design analysis and reviews, code reviews,
validation readiness reviews, production readiness reviews and other process
related meetings as necessary.  Conducted system and functional testing on
applications destined for release to CMS and its public website.    Participated
in production release processes and conducted all pre and post release testing,
verification, and validation   Applications included mainframe data retrieval and
selection, XML conversion processes, determining application user sensibility and
web page layout, and formatting data for User Interface display.  Recommended and
tested all fixes, enhancements, and updates to applications in test and
production environments.  Augmented the CMS’ customer support/help desk

Test Manager Consultant
Created test plans, use- and test cases, and other testing related documents as
necessary.   Conducted manual testing of new applications and environments as
well as assisted in creating self-help automated testing processes.  Applications
tested included a VB.net database manipulation application with extensive User
Interface functionality.  Responsible for the identification, creation, and
maintenance of use-case scenarios designed to identify current government client
field operations and procedures as well as headquarters based follow-up
processing and analysis.  Conducted periodic requirement reviews to insure
up-to-date requirements and user expectations.  Created and maintained functional
summaries for developers to provide them with a one-stop location for all current
documentation and requirements for each function under design.  Conducted
research and acted as liaison with client-users to create test cases for all
functionality under development.  Authored all test related documentation.

Initially analyzed company current development processes and methodology to
determine and recommend course of actions for initiating and integrating QA/best

Senior QA/Test Lead-Manager Consultant
Senior QA/Test engineer participating in the Department of Housing’s
installation and upgrade of Peoplesoft 7.5 and 8.4.  As the sole QA engineer for
the first two years of the project for Orizon, Inc. introduced QA processes to
the mainframe conversion process and client/server application development. 
Created along with team management the software release processes for both the
mainframe developers and client/server team.  Managed and conducted all software
testing on each portion of the data conversion process as well as system testing
the entire mainframe to client/server to each version of PeopleSoft process. 
Functioned as Assistant Project Manager as necessary for a variety of activities
to include: trouble-shooting issues; requirements creation; documentation
delivery; interacting with client; and other duties as necessary.  Provided
support to various other project contract teams and client testers/users in a
large number of testing and production environments.  Created test strategies and
plans for all levels of testing for the entire process that involved data from
over 20 unique mainframe and other direct input sources.  Performed unit,
integration, and verification testing on patches, enhancements and repairs to all
environments as needed.   Functioned as the first level help desk support

Senior QA/Test Lead Consultant			
As a QA consultant performed Unit and Quality testing on a company developed
application used worldwide for tracking equipment issues and their resolution. 
The application involved a mix of Java, XML, and other functionality using
Apple’s Web objects with a Windows interface and an Oracle database, and
activities included user reviews, testing for standards adherence, issue
resolution, and regression testing before new version release.  Also initiated
one-on-one sessions with users for feedback, enhancement requests, and issues
resolution.  Worked as the primary recipient of help desk issues from clients
throughout the world.  Responsible for writing version release notes as well as
maintenance of the defect tracking system.  Conducted testing for migration of
the application from Oracle to a SQL database.

and integration testing to verify correctness of a new Java-based Intranet
application used by client telephone representatives for customer interaction.
Tested the application’s maintenance portion as well.  Provided customer

testing on an Internet-based Central Login security system and simultaneously
tested the client’s existing customer on-line account access application. 
Ensured the security integrity of the software package that provides customers

Computer/Y2K Consultant
Attached to a Y2K project at the United States Information Agency participated
in design and web testing of the client's newly created Y2K site.  Conducted
extensive data research and collection through internet resources to build a
client specific repository for application and hardware year 2000 compliance
readiness.  Performed year 2000 validation testing on a variety of desktop
computers and client/server applications. Designed and edited the client's Y2K
Repository Users Manual.
