Professional Experience
October 2007 Present; Prometric, Inc.
As a Senior Software Engineer, I am charged with upkeep, design, and development
efforts for projects within the Event Data Management division. I gather
functional and technical specifications to develop web and windows applications
following industry standards for documentation, design, and security practices. I
collaborate and work closely with Project Managers, Development Managers, and
Systems Architects. In addition, I actively participate in internal
(client-facing) meetings
Achievements:
Redesigned and implemented EDM QueueScanner. This application is a Windows
based service that monitors processes Event Messages being received from client
sites into Prometrics internal message queue system.
Redesigned and implemented the Event Data Management User Interface. This is a
C# v2.0 web application that allows internal customer support users to manage
Event Messages received from client sites. This application allows users to
validate and transmit client receipt information.
Currently assessing and beginning the redesign process for Event Asset
Importer. This application will allow users to manage event assets being received
via remote sites and perform site management from all over the world.

As a Senior Software Engineer/Project Lead, I am charged with leading
development efforts for projects undertaken on behalf of clients. I gather
functional and technical specifications to develop web and windows applications
following CMMI Level III standards, documentation, design, and security
practices. I collaborate and work closely with Project Managers, Development

Achievements:
Currently designing Residential Construction Loan System for United Bank. This
application is an web based Construction Loan Management System to be built in
ASP.Net V2.0 utilizing AJAX Technologies with an SQL Server 2005 backend.
Currently drafting a Data Migration Plan for integrating legacy system data
into the Department of the Navys Criminal Justice Information Systems (DONCJIS).
This plan encapsulates the migration of data from Oracle, AS400, FoxPro, and SQL
Server into the DONCJIS Oracle 9I Data Mart.
Designed The Tone of the Force Management Information System. This was a
functional Proof of Concept that I designed for the US Navy. This web-based
solution provides Navy planners and decision makers the ability to get a real
time snapshot of the current Operational Readiness of the Navy s active and
reserve forces.
Worked with the Federal Trade Commission in the redesign of the
Hart-Scott-Rodino Premerger Electronic Filing System (hsr.gov). This consisted of
requirements gathering, current system analysis, business process analysis, and
the specification of new access and security techniques. From this analysis, I
drafted a complete redesign for the HSR-EFS System.

As a Senior Programmer/Analyst, I was assigned to the Marketable Assets
Reporting System Project group, where I was primarily responsible for the data
infrastructure and data access logic. In addition to this, I was also responsible
for maintenance and enhancements of M.A.R.S. components as part of the project
team.
Achievements:
Developed an Alternative Assets Download Package for multi-database import of
Financial Data.
Created nine Financial Reports, and developed front-end for these reports
utilizing C#.
Developed and instantiated performance enhancements for the primary interface,
including upgrading and streamlining data access code, stored procedures, and
project specific data components.
Developed ASP based Consultants Forum which enabled consultants to share
information, schedule tasks and meetings, and various other functions. In
addition, this system allowed consultants to schedule and participate in live
discussions, while maintaining SCC Regulations for Financial Communications
Software.
Designed enhancements and incorporated new requirements for the companies
Alternative Assets Financial Input Tool. New requirements were developed using
Visual Studio 2005/C# and SQL Server 2005

Achievements:
Developed Test Manage IT For Common Criteria Test Management. This software
is designed to aid in the Quality Control and Standardization of any Testing
Process. The Common Criteria Test Management System was a design element within
this software to aid CC Evaluators to more efficiently run CC Evaluations, and to
create a process standard for Common Criteria. Developed in VB6 utilizing (front

Achievements:
Developed a complete Maintenance Data System for PCI Incorporated utilizing VB
6 and SQL Server 7. This system provides Decision Support for all aspects of the
maintenance effort for the company including Maintenance Trend Analysis, Repair
Components Usage, Manpower Utilization, Component Repair Tracking.
Developed OLAP Reporting System for Super Quik Inc. This system allows upper
management to maintain a Daily Track of Sales for 12 stores, Daily and Monthly
Sales Projecting, Product Retail/Cost Analysis, and Vendor Information.
Developed Patient Respiratory Therapy Scheduling Program for Kings Daughters
Medical Center. This program allows the Respiratory Therapy Section of Kings
Daughters Medical Center better manage time and patient care.

Achievements:
Researched, strategized, conceptualized, and developed a complete B2B/B2C
Business Model for the launch of WTC's E-Commerce Business Solution.
Researched and instituted guidelines for the strategy and development of
Government Contracting sectors within the company. This entailed competitive
research, partnership development, strategic planning, Long Range Acquisition
Estimation, and Regulatory guideline implementation.

As a Senior Programmer/Analyst, I was responsible for the Retail and Case Goods
sectors of the company. This included Software Development, PC Repair/Maintenance
and installation, as well as installation and maintenance of new and existing LAN
TCP/IP Networks.
Achievements:
Designed and implemented a Payroll Check Reconciliation Program utilizing
Visual Basic 6, MS Access, and Crystal Reports. This program reconciled checks
issued from the companies ADP System with returned bank files..
Created a Store Inventory and Count File Maintenance System utilizing Visual
Basic 6 to work in conjunction with the IBM AS400 Client Access Software. This
program retrieved and disseminated incoming files being downloaded from the
MCL-Link Data Collection System, reformatted the information, and processed these
files to the AS/400 via Client Access.
In addition, I was responsible for installing new and repaired PCs, as well as
designing and installing Local Area Networks for several Ethan Allen
Manufacturing Facilities.
October 1997 September 1999; DynCorp Aerospace Tech, Kuwait, Kuwait, KW
As an Aviation Life Support Systems Division Supervisor in the F/A-18 Foreign
Military Sales Program, I provided direct oversight and administration of six
Organizational and Intermediate Maintenance Work Centers. This included a
multi-cultural workforce of fifteen personnel with five direct reports. I trained
Kuwait Air Force personnel and third country nationals in the American process
and standards in hazardous materials management, aviation maintenance,
maintenance and materials management, as well as supply support and quality
assurance. In the absence of the I Level Maintenance Coordinator, I had
additional responsibilities coordinating the Administrative requirements of five
divisions with over 200 personnel and 35 direct reports.
Achievements:
Streamlined the division with the creation of technology based solutions
utilizing Visual Basic 5, thus automating work center functions including work
logs, records, inspection reports, asset tracking, and man hour accounting. This
program revitalized the maintenance Division efforts, which increased output over
70% and virtually eliminated all area backlogs.
Utilized Crystal Reports, Visual Basic 5, and Access database applications to
design and implement the comprehensive computer network system currently being
used by the Kuwait Air Force ALSS Division. The programs included a Maintenance
Data Reporting System for statistical and transactional data reporting for
maintenance trend analysis, maintenance supply tracking/ordering application,
induction tracking, and backlog tracking. In addition, I created an entire
training program for ALSS Personnel Qualification
Designed and submitted facility and administrative improvement plans for
approval which included staffing proposals, capital investment, and facility
modifications. These plans were accepted and began implementation in July 1998.

As an Aviation Life Support Systems Division Supervisor in the F/A-18 FMS
Program, Mr. Goodsell performed the same duties as previously mentioned above. In
addition, Mr. Goodsell designed and implemented a precision measuring equipment
tracking system utilizing Visual Basic 5. This program tracked and maintained
over 250 individual pieces of calibratable equipment. He evaluated systems and
procedures, and instituted accurate inventory tracking methods as well as worked
to eliminate pilferage through positive control mechanisms.
