I. Baxter has worked with client server applications. He is familiar with a
variety of project management solutions. Where he was employed in a lead role,
his responsibilities included setting schedules, arranging progress meetings, and
giving solution presentations. He recently received accreditation as a Business
Objects professional in Crystal Reports XI. His most recent assignment is
developing a source code analysis tool using Flex3 and XML files, Actionscript
3.0, and VB visual studio 2008. Also writing Flex 3 components for Xcelsius, and

· July 2003- July 2007. Michigan State, DIT. Senior Lead Analyst for EBT
project. Assisted in production of Detail Design document (business rules) from
user statement of requirement for EBT (Electronic Benefits Card) for the WIC
(Women Infant Child) program. Wrote subsequent program specifications. Assigned
and reviewed work of up to 4 programming team members. Participated in system
testing using mirrors of live data, and in UAT for signoff at completion and
implementation of project.
· Assisted in the migration of GCOS7 for BULL 7000 clients, programs, source,
data files, JCL to PC thin client server based using AcuCobol, MicroFocus Net
Express. Assisted in the scope analysis and the subsequent data and JCL transfer
and conversion, and COBOL source conversion to MicroFocus Net Express COBOL.
· Maintenance and development of Court Scheduling system for City of Galveston,
Texas, in VB 6.
· Maintenance and development for Parking Ticket Collection system for City of
Yonkers, New York, in VB 6.
· Maintenance and support for BULL GCOS COBOL systems that have been migrated to
