EMPLOYMENT
12 January 2004 to 28 March 2009 Robins Air Force Base Warner Robins, GA
Contracting Officer C-5 CSW and ASW Jan 2004 to June 2006, Support Equipment June
2006 to April 2009.
- Involved in several ground breaking programs requiring in depth review and
interpretation of procurement policies and procedures necessary to facilitate the
use of strategic contracting.
- Administration of a commodity counsel strategic services contract for 642 CBSG
involving researching policy and working closely with many members of the WR-ALC
PK Policy branch to develop guidelines for this cutting edge program.
- Restoration of troubled programs by evaluating contract elements, balancing
customer needs and technical requirements, analyzing and developing positions on
significant issues and incorporating changes to FAR regulations.
- Developed plans for contract execution within the guidelines of current
policies and regulations.
- Leadership and management providing a people oriented leadership style as
shown while leading many Integrated Process Team meetings facilitating the
execution and award of spare, repair and service contracts.
- Provided sound business advice as a member of several Performance Confidence
Assessment Groups, fostering the source selection evaluation process, developing
team building and balancing the needs of various functional areas.
- Developed strong communication skills while managing large programs, training
new employees, leading diverse teams and briefing product directorate leadership
on significant issues.
- Skillfully balanced a diverse and heavy workload while providing support to
other teams and areas when necessary through multitasking, inviting challenges
and determination to succeed.
- Provided support for two simultaneous multi-million dollar best value
acquisitions for the urgently needed C-5 TF39 engine parts and another best value
acquisition for the C-5 nose radome that reduced acquisition lead time for these
items and eliminated the need for individually negotiated purchase orders.
- Completed pricing actions utilizing both price and cost analysis methods to
evaluate proposals and conduct and document negotiations.
- Helped to establish a new initiative to produce long term, commercial IDIQ
contracts using combined synopsis/solicitation procedures in the C-5 area, and
improve the statement of work writing and review process in the support equipment
area.
- Managed a 100 Million dollar multiple award IDIQ strategic sourcing services
contract developed in the commodity council for the purchase of small dollar
spare items significantly reducing the number of contracting actions required by
the Combat Sustainment Group.
- Concurrently managed numerous acquisitions at various stages to include
pre-award and development of the requirement, solicitation, award and post-award
administration.
- Constructed spare, repair, best value, R&D and services acquisitions at
various dollar values and urgency status resulting in the award of many contracts
over a large spectrum of contract types to include IDIQ, Requirements, A&AS, T&M,
Cost Reimbursement and FFP.
April 2009 to 1 July 2010 Kirtland Air Force Base Albuquerque, NM
Contracting Specialist SDTW/PKV, Engineering, Development and Sustainment (EDS)
ground system support.
- Supported the Engineering, Development and Sustainment (EDS) Contract as the
lead buyer on the program. EDS is a 10 Year 408 Million Dollar Cost
Reimbursement Award Fee type services contract. This contract supports the
hardware items that allow for satellite communications and supports multiple
customer efforts and satellite missions.
- Explored the policy and processes within a different command, learning and
adapting to the subtle changes between organizations.
- Supported a customer by awarding a Commercial small dollar buy allowing them
to save 600K in funds. This effort is not something that SMC usually handles but
with my ALC experience I was able to pave the way and lead the team through the
process in a timely and effective manner.
- Led the acquisition team for an emergency repair of a mission essential piece
of equipment allowing for essential mission support.
1 July 2010 to Present Kirtland Air Force Base Albuquerque, NM
Procurement Analyst AFOTEC/HQ Small Business Director and Government Purchase
Card (GPC) Program Coordinator.
- Established consistency and standard processes for both the Small Business
Program as well as the GPC program by developing strategic planning documents and
standard process guidelines for each program building tools to make efficient and
consistent processes.
- Communicating with internal and external partners for training, event
planning, opportunity notification, networking, marketing, problem resolution,
and conflict management.
- Initiated an Air Force enterprise sponsored lean event to streamline the GPC
Processes and I am currently coordinating all the preplanning for this event. I
have been nominated to train as the Air Force SME for the GPC area.
- Traveled across the country meeting with small businesses and promoting
Government opportunities and working to build relationships with all partners.
- Developed guidelines for standard work for all levels of the GPC program and
presented them to all of the Air Force GPC community.
