Duties included: Designing and developing mainframe applications to assist in a
client’s conversion from one CMS system to another vendor’s software.
NY State Medicaid, Albany, NY
Environment: Sr. Team Leader for Software Development. Managed five teams (25
Individuals) for the NYS Medicaid HIPAA Conversion effort. The purpose of the
project was to convert the NYS Medicaid Claims processing system to utilize the
new HIPAA transaction formats. Teams were composed of Business Analyst,
Programmers (COBOL & CICS), Gentran Developers, and Testers. Responsibilities
included System Design over sight, budgeting, interviewing, hiring
recommendations, team management, creating project plans, mentoring teams,
reviewing development specifications, and working with NYS officials. HIPAA
transactions includes NCPDP, ANSI 270/271, 278,835, and 837.
STS, Houston, Tx
Environments: Managed team of more than 15 COBOL, Oracle, PowerPoint, and Access
Database developers. The purpose of the project was to update and enhance STS’s
billing software. I was project manager supervising the consulting staff, and
mentoring the STS staff to improve their work methods.

Environment: Internet and Client/Server software development to convert Health
Insurance Claims processing to a more automated process; including Data Base
Design, Data File conversions, WEB Design, EDI standards, and GUI Applications. I
guided the team that developed a project plan to convert a Legacy system to an OO
programming design. The goal was to reduce software development time for new
accounts. This project plan included system conversions, program development, and
data file conversions. Claims transactions included 835/837, 270/271, and NCPDP
(Pharmacy Claims). The total time from conception to implementation was 12 weeks;
the result was a 50% reduction in software development time, Additional duties
included creating a Q&A testing section, and improving Help Desk functions. I
utilized the following Tools: MS Project, Word, Excel, Access, Power Point,
Strategy Xpert, Track Help Desk, Track Knowledge Base, Track Rules, Visual Basic,
Cobol, MS SQL, HTML, and Java Scripts. Additional responsibilities included the
Management of two Project Leaders, five Programmer Analyst, two
Business/Analyst; two Computer Operations Managers, and several computer

approximately 8000 checks per day. My Duties included designing and implementing
a plan to convert three TPA’s utilizing different computer hardware and software,
onto one common computer platform. Claim types included 835/837, 270/271, and
NCPDP. Many files were involved including: Provider files, Client files, Claims
History, and Claim Rules data files. During this period, I managed Project
Leaders, Programmer/Analyst, Computer Operators, Network and Telco support
technical staff. Additional Responsibilities included leading and participating
in Executive management staff meetings, Hardware and Software Analysis,
selection, purchase and implementation. Insuring key systems operate effectively
and efficiently, I initiated a Q&A section, including plans and policies. I lead
the development and testing of Security and Disaster Recovery plans. Hardware,
Operating System included 2 HP 9000’s running HPUX, 1 IBM AS400 running under
AIX, 1 DG running Business Basic, 3 Novell NetWare Servers with 300 users, 2
Windows NT Servers, more than 300 Windows 95/98 PC’s, Cisco Switches, routers and

to computerize the pharmacy chain. The project plan had to include staff
procurement, hardware and software analysis, selection, data gathering,
conversions, implementation and support. I was responsible for the ground up
design of the IT
department, including Systems and Programming, Q&A, Computer Operations, Network
support, and Help Desk functions. Additional Responsibilities were Staff
development and training, End-user Training and support. Interfacing with the
Pharmacy computer system vendor to link the two systems. I Supervised a staff
consisting of 2 programmers, 2 Network Operators, 6 individuals in the Accounting
Department, and indirectly
90 remote-store computer operators. The system utilized the following Hardware,
Operating System, and Software: 2 Novell networks with 30 users in main office,
26 Novell networks with 3 users in each store, Windows 95, Micro Focus Cobol, and

applications within stores, using hand held radio frequency laser terminals.
