Babcock & Wilcox

B&W Nuclear Operations Group and Power Generation Group *  Served as Employee
and Labor Relations Manager for multiple sites in Ohio. Successfully led contract
negotiations with the United Auto Workers (2010) and Boilermakers (2008). Oversaw
contract administration, disciplinary issues and employee relations issues.
Settled multiple Unfair Labor Practices and successfully handled arbitrations.
Responsible for establishing Labor Relations strategy in support of business
objectives.

B&W Technical Services Group  *  Served as Employee and Labor Relations Manager
for B&W  *  Bettis Sites in Pennsylvania and Idaho. Managing two workforces
geographically disparate. Including settling multiple Unfair Labor Practices and
Grievances. Successfully led contract negotiations with Idaho Laborers Local 155
(2008). Additionally, spearheaded the hiring of critical management personnel and
generating policy to ensure the retention of the workforce. Coordinated and
participated in Management Development training for all managers and supervisors.
Routinely coached management and supervision at all levels on best practices and
situational concerns of managing employees. Demonstrated positive leadership in
an environment of change and challenge. Regularly met with our customer to advise
as to strategy and direction of Human Resources issues.

Battelle Energy Alliance Transition Team  *  Served as co-lead for transition of
Labor Relations from Idaho and Argonne National Laboratories to BEA. Devised and
wrote Labor Relations strategy encompassing February 1, 2005 to December 31,
2005, including negotiating 6 new agreements. Successfully extended 6 Collective
Bargaining Agreements, including a tri-party agreement between BEA and the
International Guard Union of America and the Security Protective Forces
Professionals of America.

 Project Manager Time and Labor Project  *  Oversaw implementation of Peoplesoft
8.3 and Electronic Time Sheets for 3300 employees. Included coordination of
elements of Human Resources Division, Finance Division and Information Technology
Division. Reviewed all Plant Standards and Procedures related to time entry,
premium pay practices, compliance with the Fair Labor Standards Act and two
Collective Bargaining Agreements. Additionally, evaluated compliance with
Appendix A, resulting in the discovery and mitigation of in excess of a million
dollars in potential unallowable costs. Final implementation resulted in a
reduction of 125 employees to 3 employees administering the Time and Labor
System.

Presented with the Business Systems Award in January, 2005 for generating $1.5
million savings on an annual basis.

 Classified Removable Electronic Media (CREM) Stand down Team - 
Contributed to the writing and implementation of the procedures to comply with
the Department of Energy guidance issued in July, 2004 regulating the handling
and use of CREM.

Labor Relations  *  Administered disciplinary system. Responsible for conducting
all disciplinary investigations and actions. Conducted in excess of 500
investigations of failure to comply with plant work rules including waste, fraud
and abuse. Completed two yellow belt projects resulting in the re-engineering and
revision of Security Infraction and Disciplinary investigations.

Worked closely with the Ethics and Employee Concerns staff to ensure consistency
and compliance with the Business Code of Conduct and other Ethics policies.

Resolved multiple grievance and unfair labor practices associated with the Metal
Trades Council and Pantex Guards Union.

Administered and oversaw plant Sick Leave usage and actions related to excessive
absences.

Responsible for overseeing Performance Improvement Process for those employees
identified as performing below expectation.

Participated in successful contract negotiations with the Metal Trades Council
and Pantex Guards Union.

Attended seminars at Cornell University’s School of Industrial Relations on
various subjects.

statements.

Additionally, directed two general election campaigns for Hays County

From 1986 to 1990 served as an Engineering Laboratory Technician onboard the
U.S.S. Greenling (SSN-614). From June 1989 to August 1990 performed the duties of
Leading Engineering Laboratory Technician. These duties included the coordination
and organization of nuclear water chemistry control, inventory and control of
radioactive materials, radiation control and promulgation of an in-depth training
program.

Other duties included conducting Equal Opportunity Program seminars designed to
