aviation forces.  Streamlined existing organizational structure and equipment

 * Selected by the Governor of Pennsylvania to manage a strategic program to
transition NAS Willow Grove into a Homeland Security Center for use by government
and defense industry.  Developed comprehensive high-level program feasibility
analysis and implementation plan which was ultimately accepted by the Governor.
 * Functioned as Governor's primary representative, coordinating and building
relationships with local government officials as well as county, state and
federal governmental agencies.
 * Led team of 19 direct-report senior Program Managers coordinating with major
Department of Defense organizations to identify and procure numerous major
weapons systems and platforms.
 * Guided all naval reserve aviation funding processes to identify, prioritize
and fund all aviation requirements for 21 separate type/model/series aircraft.

military sales issue.  Developed critical remanufacture option utilizing excess
aviation assets realizing 40% savings with zero impact to organizational

Spearheads development, analysis, modification and implementation of major
program to create a unique, Homeland Security Center of Excellence.  Facilitates
market, product and service research, feasibility studies and program planning &
development strategies.
 * Manages all infrastructure, personnel and fiscal resources, including real
estate acquisition & disposal.
 * Coordinates with federal and state aviation authorities and other agencies to
analyze and determine transition impact on aviation programs, airport operations

financial, safety and training decisions for 11,000 people operating 435 aircraft
supporting worldwide operations 24/7.
 * Led, guided and motivated staff of 110 military and civilian employees in
developing major programs and strategic policies while effectively communicating
organizational vision, decisions and operational plans to 5 senior Commanders and
34 squadron Commanding Officers based across 12 states.

Program Managers responsible for daily operations and training/equipping/manning
