Program Manager: GSM / TDMA / CDMA and UMTS Project – New York & New Jersey
June 2001 –
May 2007
Responsible for all phases of installation, configuration and troubleshooting of
three major switching sites to serve New York City and New Jersey’s ATT Wireless
system for telecommunications giant Lucent Technologies.
Set up three AT&T GSM switching ( MSC & BSS ) sites ( CORE ) and
carried out upgrades to all related subsystems.
Supervised software engineers in the implementation, operation and
maintenance of various network systems GSM and TDMA, NCDMA, WBCDMA and UMTS.
Set up and coordinate with NORTEL , Bechtel and AWS the delivery and
installation of Lucent Technologies GSM Equipment for three major AWS GSM
Switching Site ( Manhattan, White Plaines and Rochelle Park. 21 BCF’s, 11 STF’s 1
OMC. Assigned installation Team to install and Test the equipment.
Coordinate the delivery and installation of two CALEA system one
installed in AWS Buffalo New York and one installed in AWS Southborough Mass.
Coordinate the HCPU up-grade of AWS TDMA / CDMA / UMTS Sites in
Manhattan 1,2,3, Dix Hill 1,2,3, White Plains 1,2,3, Newark 1,2,3, Southborough
Mass and Bridgeport Conn .
Coordinate the de-installation of the Lucent Technologies BSS Equipment
deployed in the two New York sites Manhattan and White Plains and Rochelle Park
in New Jersey.
. Coordinated with company personnel, vendors and the customers to
drive implementation, remove
roadblocks and ensure swift and timely delivery of equipment and
services at reduced cost.
Arranged and supervised de-installation of older BSS equipment in all
locations.
Instituted training program that improved team efficiency and
productivity.
Project Manager : GSM 900 MTNL Project – Mumbai, India February 2000 - April
2001
Managed turnkey Construction and installation of a $130 million GSM Wireless
system in India for the Mahanagar Telephone Nigam Limited, the local
telecommunications provider, including provision of substantial training and
seminars to in-country staff in wireless systems, project management and system
implementation.
On Loan from Lucent Technologies Malaysia for 45 days to assist in the
kick off of the project, Customer requested I be permanently be assigned to the
project till the Network was launched.
Set up three AT&T GSM switching ( MSC & BSS ) sites ( CORE ) and
carried out upgrades to all related subsystems
Hired and trained staff personnel, contractors and sub-contractors to
carry out the Construction and Implementation task to support the roll out of the
entire Wireless network, with Data and Voice Message Systems in Mumbai..
Supervised all Site Acquisition, Construction , installation and
configuration, as well as design of the microwave transmission system.
Completed Construction and installation of 46 cell sites in 40 days,
five months ahead of a counterpart installation in Delhi with a fraction of the
manpower and cost.
Program Director: GSM 900 Finesse Project – Kuala Lumpur, Malaysia May 1999 -
February 2000
Selected to implement a $20 million GSM 900 expansion project for Celcom in
Malaysia, including direct supervision of the project team working in four
geographic regions, coordination with vendors and contractors and management of
the project asset portfolio. Provided personal leadership, technical coaching
and mentoring to 82 employees working in several departments on different aspects
of the project.
Responsible for complete fiscal oversight, including tracking of
billing, invoices and accounts receivable payments, as well as equipment
inventories, revenues, and other cash flow-impacting items.
Successfully completed this installation under budget and on time, with
strong customer satisfaction.
Implementation Manager: GSM, DCS 1800 Pacific Link – Hong Kong December 1996 -
April 1999
Drove all facets of timely completion of this $50 million wireless installation
for Hong Kong telecom provider Pacific Link through continuous coordination with
project staff, vendors, contractors and customers.
Set up one AT&T GSM switching ( MSC & BSS ) sites ( CORE ) and carried
out upgrades to all related subsystems
Supervised all Site Acquisition, Construction, installation and
configuration, as well as design of the microwave transmission system in support
of the roll out of 146 Cell Sites.
Tracked all financial elements and assets with focus on fiscal
conservatism and maximization of cash flow.
Created substantial labor savings by completing work three months ahead
of schedule .
Project Manager: GSM, Eastern Region Project – Dhahran, Saudi Arabia May 1995 –
December 1996
Chosen to direct and manage site acquisition, installation and configuration of
this $300 million, 62 site GSM wireless system in Saudi Arabia, with full
responsibility for oversight of fiscal and human resources.
Set up three AT&T GSM switching ( MSC & BSS ) sites ( CORE ) and
carried out upgrades to all related subsystems
Supervised all Site Acquisition, Construction , installation and
configuration, as well as design of the microwave transmission system.
Hired and trained staff personnel, contractors and sub-contractors to
carry out the Construction and Implementation task to support the roll out of the
entire Wireless network Towers, MW systems antenna system and T1 Fiber and cable
systems.
Served as liaison to other Lucent business project managers and local
agencies for coordination of the addition of the project to existing
telecommunications assets.
Removed obstacles to equipment delivery and pushed department heads for
timely installation.

Delivered exceptional customer service while analyzing traffic systems,
operations, and diversified functions of special projects in and with the
governments of Kuwait, Syria, Jordan, Yemen, the United Arab Emirates, Iran,
Iraq, Oman, Bahrain and Saudi Arabia.
Set up marketing programs, projects and events under the supervision of
the Business Units for Marketing. Grossing USADirect form $25 M to $125 M a
year.
Ensured a timely flow of information to Upper Management regarding
ongoing projects, transit agreements, settlement rates, structures and
intelligence on the various foreign Administrations.
Was able to re-negotiate first new settlement rates in Syria in 25
years from $3.75 to $1.50per min.
Project Manager: AT&T Federal Systems – Riyadh, Saudi Arabia August 1990 -
August 1992
Directly responsible for installation and supervision of over 12 Earth Stations
and 36 subordinates in support of Operations Desert Shield and Desert Storm.
Previous military service key to effective and seamless support of
Unites States and Allied forces.
Successfully re-established telephone communications within 36 hours of
the liberation of Kuwait.
Worked with the MOC and other Kuwait Government agents to re-establish
the entire Telecommunication Network.
WESTERN ELECTRIC – Riyadh, Saudi Arabia March 1988 - August 1990
Operations Manager
Recruited to provide all planning and coordination for Kingdom-wide operations
and maintenance, including delivery of technical support to AT&T, Saudi Arabian
government agencies and U.S. government agencies.
Supported all AT&T equipment, in addition to projects like the Royal
Family’s telecom system.
Supervised engineering, planning and contracting of microwave, data and
voice message systems, AFRTS Video system to over 350 locations, fiber optic and
metallic systems.
Hired and trained 98 personnel to man the Installation and Maintenance
Department to support the roll out of the entire Switching network, with Data
and Voice Message Systems all Saudi Government and commercial and private
agencies.
Supervised all installation and configuration, as well as design of the
telecommunications Networks and microwave transmission system.
Over seen the operations maintenance of two of the IESS supporting the
two main international Airports in Saudi Arabia.
Completed installation of the first commercial Fiber Optic network at
KFCST.
