I’ve developed database driven web sites, those with dynamic content, that have
an administrative  back-end, Ecommerce and web sites that collect and report
data.
I’ve developed web site security scenarios, having worked with the Department of
Justice for data security and  identity management for Ecommerce sites.
I’ve designed and developed systems to collect data, clean data, and build user
defined  reports for the Center for Disease Control. They now use this system as
a model for further data collection. Refer to the accompanying letter from David

	It is my responsibility to oversee the regional information system in
Washington, Oregon, Idaho and Alaska for the competitive grant system of Title X,
under the Public Health Service Act.  This area encompasses 9 grant award
recipients who oversee approximately 400 clinic sites.  Those sites submit
aggregate client data to Ahlers and Associates for compilation for management and
funding reports as well as information that builds the annual family planning
report which goes to the United States Congress and its affiliates.  

	Rick Taylor has been my primary contact and colleague to help me with oversight
of this program.  Over the years, Rick has taken the lead in building an
interactive website that our program uses to submit data, build reports and
interpret client activity and resource management.  I have had access to Rick’s
skills and knowledge base to constantly improve and redesign the way this grant
program uses its’ information and to help  increase the ease and efficiency in
which we accomplish our data processing.   Rick has also been very helpful in
building customized reports for our program.  Had Rick Taylor not been such a
useful and integral part of the design, implement and maintenance of our
information system, we certainly would not have had the success we have attained
in grant information management over the last several years.

To whom it may concern:

I greatly appreciate the opportunity to write a letter of recommendation for
Rick Taylor. 

In my role as research director and associate manager at the Center for Health
Training (Seattle, WA) I have known and worked with Rick for over 20 years.
During this lengthy history Rick has provided technical assistance, computer
programming, and professional support to me and my colleagues at CHT and
throughout Public Health Service Region X (Oregon, Idaho, Washington and Alaska).
His work—both technical and interpersonal—has been exemplary. Rick and I have
collaborated on designing, developing, and maintaining large-scale data bases in
multiple health service areas, especially reproductive health. He has used his
programming and ‘people’ skills to collaborate effectively with me and the many
clinic managers, policy makers, academics, and administrators in PHS Region X who
rely on these information systems. Our region has one of the most enduring client
service delivery data bases in the national public health system. Rick has been a
key liaison and programmer to make sure that our diverse set of professionals and
their missions could be translated into clinic forms, data entry protocols, file
transfer procedures, data bases, reports (hard and soft-copies), and quality
assurance activities. He has also insured that client confidentiality and data
security were maintained at the highest ethical standards. 

Examples of projects we have worked on together include the PHS Region X Title X
Clinic Visit Record system and the Region X Infertility Prevention Project. The
former (CVR system) started in the 1970’s and is one of only two Title X family
planning public health service information systems in the country that is
regional in scope. Over 300 clinics in Region X rely on this system to monitor
their programs; the regional federal staff relies on it to provide legislatively
mandated performance measures to the federal Office of Management and Budget. The
second example project (Region X IPP) began in 1988 and tied innovative program
services addressing Chlamydia testing and treatment in reproductive health
service settings to a comprehensive regional information system documenting
client characteristics, risk measures and STD test results. The Region X IPP was
the first widespread CT testing and treatment program in the U.S. Our efforts,
along with Rick’s programming and data base development, became the model for the
Centers for Disease Control and Prevention’s national expansion of CT testing and
treatment throughout the United States and the other nine PHS areas. In both
these long-term health service efforts, Rick played a critical role working with
me, CHT staff and public health managers in creating information systems to allow
us to document program implementation, client outputs and health outcomes. These
information systems and their modifications over the years, represented early
adoption of the now-predominant paradigm that requires using program data to
assess and direct health service delivery systems. Rick’s work on these systems
was a central element of our past and on-going success.

Beyond the examples listed above, Rick has provided programming services to me
and my colleagues on multiple field-based research projects. We have relied
heavily on his ability to: 1) write code that reflected our data needs, 2) work
with us on improving our research instruments via re-designing tables, fields,
and quality assurance procedures, and 3) route us data files, routine reports,
and system management summaries. Regardless of the task at hand, Rick would
provide quality product in a timely and cost-effective manner. 

Finally, Rick has done all of the above while maintaining a very professional
yet personable demeanor, despite there being plenty of times when our multiple
requests under our time constraints would have driven other programmers to be
less than polite. His sense of humor helps—both in maintaining our relationship
as well as getting through challenging times for all involved. I strongly believe
that Rick would be an asset to any organization that is tasked with generating
and maintaining information systems or relies on using data as a central
