PROFESSIONAL SUMMARY
Experienced in successfully managing all aspects of a municipality that includes
implementing the citys Master plan, automated accounting systems, GASB 34;
selecting, managing and training staff; developing and managing the city budget;
establishing and monitoring productivity goals; and leading departments on key
projects. Knowledgeable of various forms of governmental funding, including re-
financing, revenue bonds, and municipal general obligation bonds. Designed the
layout, organization, processes, and procedures for a municipality in dire
straits financially. Proven leadership skills gained from managing a municipal
as well as managing a commercial sales operation. Qualified in team building,
zoning, master planning, leadership development, economic development, as well as
human resource development.
EXPERIENCE
2007 - Present City of Balcones Heights, Texas
City Administrator
Report to the Mayor and City Council, responsible for the day to day
operations of a municipality with over 3300 citizens, a 52 person staff and a
$5.8 million dollar budget.
Established good management practices, and directs the administrative staff.
Acts as Chief Administrative Officer for the City.
Updated municipal software and technology for all departments to include
Municipal Court and Building Inspections.
Negotiate contracts with police union on behalf of the city.
Interprets and prepares City ordinances and administrative policy for staff
and the public.
Responsible for all City personal/sick leaves, new hires, terminations and
disciplinary actions.
Assisted with the creation of the citys new Master Plan and Zoning ordinance,
review of applications and development of recommendations for zoning changes,
building code and zoning restrictions, subdivision proposals and requests for
clarification of City subdivision ordinances.
Assists with the preparation, administration and management of the grants
involving City economic development as well as CDBG.
Oversaw and managed the implementation of CDBG projects improvements to both
the park and city streets.
Provided leadership and direction in the transition of Police and Fire
Administration personnel.
Updated the citys personnel policy manual.
Assisted in the design and specifications for the citys proposed fire
station.
Oversaw the creation of the citys impound facility and municipal auction
program.
2005 - 2007 City of Poteet, Texas
City Administrator
Reporting to the Mayor and Council, responsible for managing all aspects of
operations for a municipality with 3500 citizens with a 21 person staff and a
$2.1 million budget.
Oversaw the reconstruction of the citys General Ledger and completed the
citys audits and financials for the first time since 1998.
Developed operating budget for municipality based on detailed forecasts and
managed municipal operation effectively within the operating budget.
Reduced Delinquent utility and court accounts by more than $30,000 annually, a
30% reduction, over a 2-year period while maintaining productivity levels,
service quality, and inventory accuracy.
Designed internal control procedures that resulted in limited liability of
fraud and misappropriation of public funds.
Updated municipal software for city operations that was outdated since 1997,
implemented Wells Fargo Commercial Card Program.
Directed the successful update of city financial records and a reconstruction
of the citys general ledger.
Directed and implemented all GASB 34 requirements mandated by government.
Led and managed the citys $2.9 million wastewater plant expansion and $1.8
million street improvements.
Reorganized the police department and municipal court assuring greater
efficiency and effectiveness in day-to-day operations.
Created Job descriptions for all city employees.
Updated employee policies, city ordinances as well as user fees.
2003-2005 City of Clarendon, Texas
City Administrator
Served as the first City Administrator for the municipality.
Responsible for all aspects of municipal operations for a city of 2000
citizens and 16 employees.
Managed the construction project for street improvements funded through a USDA
Disaster grant.
Completed and implemented GASB 34 and inventory procedures for all
departments.
