In July 2007 Dr. Belinda Bender was selected to serve as the Director of
Academics for Embry Riddle Aeronautical University world wide campus at Andrews
Air Force Base (AAFB). In keeping with the vision of Embry-Riddle Aeronautical
University (ERAU), our mission at the ERAU - Worldwide International Region is to
offer educational opportunities to the United States military under the
Tri-Services European Education Contract. Embry-Riddle, the world's oldest,
largest, and most prestigious university specializing in aviation and aerospace,
boasting a student body of 25,000 who come from all 50 states and more than 100
nations, the university offers over 30 degree programs, with nine offered at the
master's level. As Director of Academics I was selected to serve as second in
command, confidante and provide advice and counsel to the Center Director World
wide campus AAFB, teach four courses, audit faculty folders, review curriculum
vitae, recruit and select ERAU faculty, determine academic schedules and address
student and faculty matters.
Dr. Belinda Bender serves as program consultant to the Deputy Director of Human
Resources in the Office of the Secretary Department of Transportation. Belinda’s
contributions include playing a significant role in survey administration,
writing the Department of Transportation telework policy order and serving as
special assistant to the Deputy Director. I have worked high profile special
programs and delivered technical HR documents from developing job satisfaction
research survey results speaking on behalf of 90K federal workers, written
talking points for the Director, restructured business processes and delivered
best practices results to providing organizational realignment white papers,
counseling personnel, and responded verbally and in writing to sensitive
Congressional and OPM inquires.
Belinda Bender served as the Military Operations Program Manager for the Federal
Aviation Administration. Belinda Bender serves as the Military Operations
(MILOPS) Program Manager in the Security Operations Division within the Air
Traffic Organization for the Federal Aviation Administration. Security
Operations Division provides airspace management systems to assist in developing,
managing, and analyzing day-to-day operational programs related to the allocation
and utilization of navigable airspace. MILOPS is composed of the Special Use
Airspace Management System (SAMS), Special Use Airspace/In-Flight Service
Enhancement (SUA/ISE), Temporary Flight Restrictions (TFR) and other related
objectives identified by the FAA. Many of these activities are generally
referred to as Military Operations Network functions. As Program Manager, she
provided oversight to the development, migration, and sustained operational tools
within the system to help ensure the safe and orderly flow of aviation traffic
within the National Airspace system (NAS). Ms. Bender provided oversight and
program management skills developing operational tools necessary for managing
Special Use Airspace and related activities for the FAA and the military
customers. To date, distinct informational operational systems have been
developed to specifically support requirements of our assigned missions.
As the Special Assistant and Chief of Staff to the Director of the Joint
Planning & Development Office (JPDO), Belinda Bender was responsible in directing
and coordinating the start up operation of the Next Generation Air Transportation
System Plan for 2020 and beyond. Results included the first DRAFT of the
National Plan on Air Transportation for 2020 and beyond to Congress. Other
results included recruiting, and hiring executive staff to stand up the office,
achieving consensus among senior executives from constituencies with varying
needs in a demanding technological, political and geographical environment, wrote
weekly Administrator’s & Secretary’s briefing papers for the initial National
Plan for Air Transportation, wrote the initial Memorandum of Agreement for 6
Agencies, recruited and selected principals from 6 different federal agencies
while simultaneously and strategically planned and coordinated the day to day
operations of the National Air Transportation System Plan. This activity involves
6 different federal agencies including the White House Office of Science &
Technology Policy, Department of Homeland Security, Department of Defense,
Department of Commerce, NASA and the FAA.
Prior to the JPDO, Bender served as a Program/Legislative Analyst in the Office
of Government & Industry Affairs at the FAA. Her accounts included the FAA
University Centers of Excellence including Harvard, MIT, RPI, Princeton, Carnegie
Mellon, University of Pennsylvania, Office of Commercial Space Transportation and
various constituent issues including pay for performance, labor issues, overtime,
benefits and sensitive precedent setting Congressional cases. Results included
managing over 1300 calls to Congress and 762 letters addressed to the Hill
regarding the recruitment and hiring of Federal Air Marshals and the selection of
TSA screeners.
Dr. Bender has been with the FAA since 1991 serving as the FAA’s Deputy Director
for Technical Training, Special Assistant to the Associate Administrator for
Airway Facilities, Special Assistant in Air Traffic working on the Air Traffic
reorganization of the field and HQ offices. Prior to her work in the FAA, Ms.
Bender served in the Central Intelligence Agency for 13 years. Her last
assignment was Chief of the National Technical Training Unit for the Central
Intelligence Agency. Prior to her move to the FAA she was with the CIA at
Honeywell Inc. Her clearances included Top Secret SCI level with 3
compartmentalized level clearances with the Agency.
Belinda Bender graduated magna cum laude from the Catholic University of
American in Washington, D.C., earning a Bachelors degree in Psychology. She
received her Masters
degree in Rehabilitation Education from George Washington University and
completed
and defended her doctoral dissertation on Job Satisfaction in the Workplace
receiving her Doctorate degree from George Washington University in Education &
Organizational Psychology.
In 2006, she was nominated as the first FAA recipient and selected by the White
House for the President’s Gold Medal Lifetime Volunteer Service award held at the
US Department of Transportation.
In 2005, she was nominated and selected for the FAA Administrator’s Award
for Excellence in Equal Employment Opportunity.
In 2004 she was nominated and selected for the Regional Telework Individual
Champion Award from the Mid-Atlantic Telecommuting Advisory Council.
In 2004, she was nominated and selected to receive the President’s Award from
the National Black Coalition of Federal Aviation Employees for her professional
performance and outstanding federal service to the Federal Aviation
Administration.
In 2004, she was nominated and selected to receive the Award of Merit for
Outstanding Dedication To and Service from the 99’s. THE NINETY-NINES, INC. is
an international organization of licensed women pilots from 35 countries with
over 6,000 members throughout the world.
In 2003, she was nominated by her peers to the Government Executive Call to
Service Award for her outstanding contributions to Federal service.
In 2003, she was nominated and selected for the Model Workplace and Diversity
Award by her peers.
In 2002, she was appointed by the FAA Administrator as the FAA representative to
the Centennial of Flight Commission in preparation for the Wright Brother’s 100th
Anniversary Year Celebration.
Ms. Bender has also been a recipient of the Department of Transportation Gold
Medal Award from the Secretary of Transportation, the FAA Quality Step Increase
Award, and several Group Achievement Awards.
She has served as a Central Intelligence Agency Instructor, Adjunct Professor
with the Marymount University in Psychology, the University of Maryland in
Organization Psychology, the University of Virginia and the Florida Institute of
Technology teaching Human Behavior in Organizations.
