EMPLOYMENT HISTORY:

From 7/98 to Present (Function as Scanning/Document/Optical Character
Recognition (OCR) Imagining Specialist, Team Leader in USPTO, Pre-Exam Unit for
K-4 Solutions Inc. Contractor.) 

As Team Leader, I play a crucial role in the success of day-to-day management of
the Trademark Scanning Operation and posses the knowledge, skills, and abilities
to perform the major duties as a Scanner/Document/OCR Imagining Specialist, Team
Leader. 

The experience, knowledge and skills gained as a Scanning/OCR, Imagining
Specialist, Team Leader, Electronic Image Capture, and Mail Operation positions
that I have held make me uniquely qualified for the positions of Scan Operator
and Document Image Specialist. 

The following reflects the contributions I have made to the Trademark Scanning
Operation while working in the Trademark Pre-Exam Unit as a contractor employee
for K-4 Solutions Inc. 

In my current position as a Scanning/Document/OCR Imagining Specialist, Team
Leader , I bring over 10 years of Scanning Documents, Indexing, Digital
Photographing, Image Capturing, and Re-Classifying documents after scanning for
all new paper incoming Trademark Applications and Trademark Applications that
have Register back as far as the late 1800  's in a government contracting
environments. I possess extensive experience with implementing, and conducting
Quality Assurance Surveillance Plans to establish baseline performance standards
for both accuracy and timeliness, along with Quality Assurance and Quality
Control. The work accomplished by the K-4 employees, ranging from mail
operations, document preparation, microfilm, Trademark Image Capture System
(TICRS), scanning and digital photographs, achieved outstanding performance
ratings as attested to by the government internal quality control inspectors and
the COTR via the independent K-4 quality control assurance team. 

I have considerable experience working in Trademark Pre-Exam Operation
environments of the USPTO that involves considerable strategic planning and
analysis of a complex Scanning Operations. As a result of my in-depth current
experience at USPTO, I have significant insight into the day-to-day Scanning
Operation, organization and staffing structure of the current existing
contractors, as well as extensive working knowledge of the administrative work
flow of trademark applications throughout the Trademark Examining Organization. I
work very closely with the Pre-Exam Manager / COTR and other Business Units
Manager in the United State Patent and Trademark Office for over the past ten
years.

I supervise (8) Image Clerk Specialist who duties are to scan in all Register
Trademark Applications, and all new incoming Paper Applications and incoming
correspondence. 

Responsible for motivating and training all personnel to achieve all the goals
of the K-4 Contract and Trademark Pre-Exam Scanning Operation. Maintained time
and attendance records for all employees. Assuring the correct payroll
information is recorded for leave, project codes, and obtaining the required
employees  ' signatures. Monitored and took appropriate personnel actions related
to employee  's conduct and performance.
Prepared personnel performance & evaluations and provided quality review for the
Image Clerks under my supervision. Coordinated and prepared formal requests and
recommendations for promotions and other status changes. Monitored all quality
reports for all Scanning responsibility and assessed the degree of success for
the section and individual. Enforced all rules, regulations, polices and safety
procedures establish by K-4 and Trademark Pre-Exam Unit. Planned work schedules
and prioritize work in terms of staff time expended on mail activities, document
preparation, scanning and all other clerical tasks occurring in the Pre-Exam
section to ensure smooth and efficient work flow for the Scanning Operation.
Revise work schedules to meet changes in the workload.

Responsible for training the general work requirements, policies, and procedures
as they relate to the new initiatives such as TEAS filings, bulky specimen
digital pictures, all new paper applications, and all incoming correspondence
scan via TICRS. Study production statistics on individual staff members and
recommend areas for improvement. Counsel employees as needed to keep production
at the level set in the K-4 contract or higher. Inform the Project Manager and
Contracting Officer Technical Representative (COTR) of anticipated vacancies,
increased or decreased of workload and changes in work force requirements.
Interview and select employees to fill vacancies, evaluate performance, and
prepare request for promotions or include recognition through awards.

Conducts Pre-Examination review of all incoming new paper Trademark Applications
and paper correspondences for scanning: 

Review and verify contents of all incoming paper Trademark applications into the
Trademark Image Capture and Retrieval System. Digitally capture all incoming new
paper applications and legal correspondence using Panasonic KV-S7065C High Speed
Color Scanner and Cornerstone Input Accel client server imaging software running
on Windows NT 4.0 servers. Ensure all pages within an application are in the
correct order and that all information contained within the application has been
properly scanned. 
Conduct post image/capture checks on all scanned applications insuring highest
quality data for Optical Character Recognition software. Perform daily
maintenance on Panasonic KV-S7065C High Speed Color Scanner including cleaning of
external and internal parts, Daily breakdown of critical scanner components to
inspect and replace as needed. Preparing new paper Trademark Applications for
electronic document capture by ensuring pages are in good condition, barcode and
plain text labels are affixed properly, and proper paper work is included in the
document folder. Using a high volume Panasonic KV-S7065C High Speed Color
Scanner, capture data from hard copy and transfer it into electronic format.
Assure the quality of the scanned image including completeness of the scanned
file compared with the original hardcopy, clarity of the image and proper
orientation of each image. Ensure that all images are properly prepared for
transfer to the image archival database and that the computer properly read the
data of receipt for each application. Ensured that all Patent and Trademark
documents are analyzed for fee and non-fee request and route them to their
appropriate division.

Error Free Scanning, Error free means that: 

All papers requiring scanning are scanned. All images are captured with clarity
and color images are scanned in color. The requisite pages are classified
correctly to identify content. The pages, and especially the drawing page, have
been scanned without any noticeable skew. Papers are not damaged in any way
during document preparation or scanning. Only one document is scanned per serial
number. Documents are readable to the extent possible upon examination when
accessing the electronic record. All documents scanned are in specified image
resolutions (300 dpi) and in specified file formats (color must be in jpeg and
black and white images must be in TIF). 

The following are the services required and provided in accordance with the
Statement of Work:

Document preparation of all incoming paper correspondence. Document preparation
of all incoming new paper Applications. Document preparation of all Register
applications. Document scanning, reclassify and indexing. Verify all documents
have been imaged. Verify images are properly oriented, in focus, and not
deskewed. Ensure unreadable images are re-scan for clarity. Removal of any non-
scannable objects, such as staples, paperclips, etc. Identification and
processing of any bulky (non-scannable) items, including digitally photographing
or photocopying voluminous and bulky specimens.
Identifying the serial number. Identifying the document type. Scan all
documents. Visual quality inspection of scanned document images. 

The Scanning Operation is the most significant task of the contractor and it
fall within my jurisdictions as the Team Leader. There are two separate scanning
sections that I assisted in overseeing to ensure requirements of the contract are
being upheld. Supervision of this process is paramount to capture all images with
clarity and that pages are classified correctly to identify content. New
Trademark applications received on paper must be prepared in order to ensure all
pertinent information is captured and entered into the Trademark Reporting and
Monitoring (TRAM) system database. Quality assurance is an ongoing effort and
therefore a percentage of all applications scanned must be verified utilizing
various electronic directories. Register Trademark applications paper contents
are very fragile and require very close attention to detail to obtain a quality
electronic image. Register Applications dates back to the early 1800's. 

Workflow Analysis: Coordinated with Pre-Exam Management to identity automated
workflow issues associated with scanning of new applications and other Trademark
