Accomplishments and Competencies
• Successfully partnered with third party vendors to implement and demonstrate a
Proof of Concept network for Sempra Energy. The pilot network provided 700 MHz
mobile IP data, AVL, VPN based remote office application, PTT over IP, and
session persistence that enabled seamless roaming between CalAmp’s Dataradio
mobile product and 3.65 GHz fixed WiMAX hotspots. The successful demonstration
resulted in a contract award for Sempra’s GridComm smart grid initiative.
• Developed a network planning & dimensioning tool that was critical to
illustrating the company’s spectral efficiency. The tool was marketed as best in
class within the industry and differentiated the company’s solution from the
competition.
• Led the project management and rollout of the EVDO high-speed data network
overlay encompassing more than 500 cell sites. Oversaw the subsequent upgrade
from Rev 0 to Rev A. Initiated and managed the optimization program which
yielded a 30% improvement within the first year.
• Managed most improved engineering area in New York Metro area. Reduced
Dropped Call rate by 40% and expanded network coverage by 25%.
• Demonstrated strong leadership skills during multiple disaster recovery events
to ensure business continuity. These included the events of 9/11, 2003 Blackout
and the Virginia Tech shootings as well as many major storms and hurricanes that
impacted the Mid-Atlantic region.
• Consistent track record of performance improvement while containing capital
and overhead costs. Demonstrated ability to manage large scale capital projects
as well as extract maximum value from assets during periods of cost containment
including: $6 Million Capex savings through deployment of ground mount
amplifiers in lieu of new sites; Maintained or improved all key network
performance metrics in 2007 while reducing staffing by over 15%.
• Provided sales engineering support to acquire or retain key accounts including
IBM, Con Edison, NASDAQ, Cox Communications, Northrop Grumman, and Xerox.
• Led technical staffs in excess of 30 engineers and mentored 7 managers and
supervisors.

Systems Architect / Sales Engineer Arcadian Networks, Inc. (Startup) 2008 -
2010
• SME for company’s mobile IP data offering. Acted as liaison to partner
company CalAmp. Managed the mobile data deployment during a 6 month on-location
product demonstration for a fortune 500 energy company (Sempra)
• Completed the technical sections of over 20 RFP / RFI responses. Solutions
proposed include 700 MHz fixed and mobile IP data, 3.65 GHz WiMAX hotspots,
microwave backhaul, legacy network management and spectrum repurposing.
Completed capacity analyses for both fixed and mobile solutions.
• Performed hands on product integration and acceptance testing. Worked closely
with technologists from smart grid infrastructure vendors such as Freewave, ABB,
and Microhard to ensure compatibility between Arcadian’s products and the
vendors’ hardware.
• Technical writing for corporate responses and marketing materials. Samples
include comments to FCC re: Implementation of Smart Grid Technology, NBP Public
Notice #2, GN Docket Nos. 09-47, 09-51, and 09-137, contributions to the NIST
PAP2 initiative, promotional materials for 2010 RMEL Smart Grid Conference, and
the cut sheet for Arcadian’s proprietary Capacity Planning Tool.
• Supported sales by providing technical expertise at customer meetings, calls,
and conferences. Traveled extensively across the continental US in an effort to
illicit new business.
• Provided on location leadership and hands on participation during customer
field demos of the 700 MHz fixed and mobile IP data solutions.
Regional Manager—RF Engineering Sprint-Nextel Corp. VA-WV-NC 2005 – 2008
• Led three manager teams responsible for the capital forecasting and network
design, optimization, & capacity planning of the mixed CDMA, iDEN, and EVDO
network comprised of 1200+ cell sites.
• Interfaced with leaders of the Real Estate, Construction, and Field Ops teams
to ensure that company objectives were realized. Decreased CDMA drop and block
rates by 30% and 50% respectively and delivered consistent, improved Nielsen
(Telephia) customer satisfaction ratings over a 2 year period.
• Fostered a team focused culture where RF Engineers and Field Technicians
worked collaboratively to resolve customer impacting network problems and
outages. Assisted the Sr. Director in preparing the annual capital and operating
budgets and served as RF lead on committees for technical and organizational best
practices.
Sr. Manager—RF Engineering Nextel Communications NY / CT 2001 – 2005
• Managed the design, optimization, and maintenance of the iDEN network.
Lowered the total drop call rate from over 3% to less than 1.5% in 18 months.
• Expanded network coverage by more than 100% through the activation of 250 cell
sites. Partnered with outside counsel to achieve an almost 100% success rate in
zoning and litigation hearings in the most zoning restrictive region of the
country.
• Managed Con Edison’s iDEN-based private radio network in the New York City
metropolitan area. Supervised a team of engineers and field technicians and
worked closely with ConEd management to ensure that system performance met or
exceeded baseline targets as per turnkey agreement.
