operational concept for the modeling and simulation laboratory
* Provided project management support for day-to-day laboratory operations
during the requirements gathering, analysis and development of requirements
specifications, development of project scopes, project plans, test plans, and
procedures and executed projects for the design, development and implementation
of three training simulators for signal analysis. 
* Established inter-agency relationships, developed Service-Level Agreements and
Memorandums of Understanding relative to collaborative and cooperative training
systems development.
Achievements: Integral to the establishment of a fully functioning modeling and
simulation research laboratory that successfully provided several training
enhancement products and services to Intelligence Analysis training. Managed the
development and delivery of three software intensive training simulators that
combined for an aggregate cash flow in excess of $2 million annually. The First
simulator delivered resulted in a cost avoidance for required training in excess
of $2.1 million (determined by comparing  cost of simulator development and

laboratory with technical hardware to be used for training and associated
maintenance costs) . The success seen by the delivery of the first training
simulator led to the awarding of work for the subsequent two training simulators.

All three projects adhered to PMI methodology for Project initiation, execution,
monitoring and control and closeout. Successfully negotiated and established
Service Level Agreements with the respective military service Modeling and
Simulation Management organizations as well as with Training and Simulation
acquisition organizations for the services. 
Establishment of a Worldwide Cryptologic Training Portal for Intelligence
Collection and Analysis training. 
Developed Multiple white papers identifying potential training shortfalls in
Intelligence Analysis functions and recommending enhancements that would provide
more opportunities for training immersion such as simulated signal environments,
scenario-based training and simulation, as well as gaming in scenario-based
environments.

demonstrations, overseeing change management and change control board, and

systems support, development and operational test and evaluation, research and
