PROGRAMMING SKILLS: COBOL, Natural, ADABAS, DB2, SQL, JCL,CICS
EXPERIENCE:
Dec 2005 - Jun 2008. As a consultant with Ajilon I worked on site at the
Pennsylvania department of transportation (PENNDOT) as senior programmer analyst
providing maintenance and new development for a Natural/DB2 database of
reportable accidents within the state. In this position I used NATURAL DB2 SQL
and COBOL worked closely with the user community identifying and solving problems
and developing specifications necessary to program and implement changes to the
business rules. I also worked with a conversion team as analyst on an older
undocumented COBOL Natural/DB2 systems providing assistance in converting the
programs to network/server applications without loss of functionality
July 99 – Aug 2005. As a Consultant I performed duties as both a Natural/DB2
programmer and business systems analyst. I designed, developed and maintained
Interface programs for transfer of meter data between the client programs and
third party interfaces. I also designed and maintained programs that extracted
data from the billing tables on the DB2 relational database for transfer to the
Sanitation department for their billing system and a Cost of Services report. I
was also responsible for the implementation and maintenance of a client/server
application utilizing MicrosoftSQL server and Microsoft Word. During the last 2
years I was the only Programmer/Analyst on the system and was responsible for all
analysis, maintenance and new development. I worked closely with the client in
finding automated solutions for their business practices.
Apr 97 – July 99. As a consultant I worked as a Programmer/Analyst with
CONVERGYS in Centreville Virginia. In this capacity I performed analysis, design,
development and maintenance of Natural/DB2 and COBOL/DB2 programs in support of
both the Austrian and Norway telephone billing systems.
Dec. 96 - Apr 97. As a consultant I worked at Dynamics Research Corporation
Alexandria Virginia testing various applications developed for the ERIS System of
the Internal Revenue Service (IRS). Using COBOL I designed and developed programs
to permit automated testing significantly increasing productivity.
Aug. 90 – Nov 96. Manager Design and Analysis, Logistics systems for the ROYAL
SAUDI NAVAL FORCES, Jubail and Riyadh Saudi Arabia. I was responsible for
development of Logistics Applications from conception through analysis, design,
programming, testing and full implementation. Applications were done in Natural
and COBOL. The system was originally anIMS system but was converter to DB2.
ADABAS was used for smaller applications and DB2 for larger more complex systems.
Major accomplishments during this period included: Managed the conversion of 5
systems fromIMS/COBOL to DB2/Natural within a six-month period. Taught
programmers from diverse nationality groups Natural, DB2,JCL and SQL while
maintaining full operations. Created, implemented and managed user testing for
receiving of a large complex system developed by theU.S. Navy for the RSNF
resulting in the correction of more than 500 errors before acceptance of the
system. Designed processes and procedures for “TEAM PROGRAMMING” which greatly
increased the speed of new development. Implemented automated reporting of
progress and status of development tasks.
April 88 - Aug 90. CACI Inc., Fairfax Virginia. Worked with the SAACONS project
which was the Automated Small Procurement and Contracting System used by all U.S.
Army Procurement and contracting Offices and many other government agencies.
Began as a senior trainer responsible for classroom and hands on training of
procurement and contracting specialists. Promoted to Fielding Manager of the
FEDERAL SACONS Project where I was responsible for all Post Sales Customer
Support to include identification of software problems which required changes to
meet customers needs, help desk, version control and Software Quality Assurance.
Apr. 81 - Apr. 88. Senior Analyst Royal Saudi Naval Forces. Responsible for the
creation of Requirements Statements to establish the design of an Automated
Supply System which would meet the unique needs of the Saudi Navy and allow
interface with US Military supply systems, Coordination with the Development
agency (IBM Services, Harrisburg PA.), and development and implementation of
acceptance testing.
Oct 79 - Apr 81. Specifications Analyst HBH Inc. Arlington Va. Identified and
produced procurement documentation for material and services to support American
and third country nationals working on the Saudi Naval Expansion Program in Saudi
Arabia.
May 59 - Oct 79. Served in the U.S. Army worldwide. Entered as a private and
my abilities and hard work were recognized by rapid promotions, commendations and
assignments with increasing responsibilities. Most of my assignments were in
administrative or logistical positions. I retired as a Chief Warrant
Officer,CW3.
EDUCATION: Attending night classes with the University of Maryland and the
University of Texas at El Paso I successfully completed the core requirements and
I was a Distinguished Graduate of the Computer Learning Center in Springfield
Virginia where I completed courses on Computer Programming (COBOL and RPG) and
systems Analysis. Since these were accredited college level courses I believe I
have the equivalent of a Bachelors Degree.
